BHARAT KO JANIYE QUIZ 2018-19

Ministry of External Affairs, Govt. of India, is organizing the 2nd Edition of Bharat Ko Janiye (BKJ) Quiz-2018-19, for PIOs and NRIs aged between 15-35 Years. Those eligible are strongly encouraged to participate in this prestigious event. Govt. of India would give awards to winners of each round of the competition. Once registered on the official web portal, contestants can participate in this Quiz online for the 1st round, during July 19-21, 2018.

The website for 2nd Edition of BKJ Quiz is https://www.bharatkojaniye.in/. The registration on the portal is mandatory by the contestant. The quiz will be conducted in 4 rounds.

Eligibility: The online quiz is open for overseas Indian youth between the age of 15 and 35 years, as on 1 January 2019. The quiz will be held for two distinct categories of participants – Non Resident Indians (NRI) Overseas Citizens of India (OCI).

Entry Fee: There is no fee for participation in BKJ Quiz.

Quiz Structure: The quiz will be conducted in 4 rounds. The first round of the Quiz will be conducted by Embassy of India, Dushanbe, online. The second, third and fourth rounds will be conducted by Ministry of External Affairs. The top three contenders of the 1st round will qualify for the second round.

Quiz Process: It is mandatory for the candidate to complete online registration at portal www.bharatkojaniye.in in order to participate in the online quiz to be conducted by Embassy of India, Dushanbe. The winners of first round will be given away medals.

All the eligible NRIs and OCIs of Tajikistan are requested to participate in the Quiz in large numbers and make this BKJ Quiz a grand success. 

NOTICE

 

Indian nationals of voting age who are absent from the place of ordinary residence in India owing to their employment, education or otherwise outside India, are entitled to have his/her name registered in the electoral roll as “Overseas Electors” in the constituency in one’s place of residence in India as mentioned in one’s passport is located.

In order to enroll NRIs in Electoral Roll as NRI Voters and to make them part of Election Process, Government of India has started a process of registering NRIs in electoral roll. The application for this purpose can be filed in prescribed form in person before the concerned electoral Registration Officer or sent by post or can be filed online on website of Chief Electoral Officer of the concerned state or website of Election Commission of India (eci.nic.in).

After getting enrolled in the electoral roll, such person can cast one’s vote in India during Assembly or Parliamentary election at the respective polling station after showing his/her valid Indian Passport.

 I) QUOTATION INVITING NOTICE

Embassy of India, Dushanbe invites quotation from interested firms for Supply, Installation, Commissioning and On-site support for ‘Establishment of a Sericulture Silk Processing Unit in Konibodom, Tajikistan’.

The Tender Document is available for downloading from http://www.indembassytj.com or from the Reception of Embassy of India, Dushanbe till 1700 hrs on 03 April 2018.

Quotations shall be submitted on two-bid system (technical and price). Both the sealed envelopes, clearly marked so, shall be kept inside a large sealed envelope super scribed as “Supply, Installation, Commissioning and On-site support for ‘Establishment of a Sericulture Silk Processing Unit in Konibodom, Tajikistan’” and sent by post / couriered to Embassy of India, 45, Bukhoro Street, Dushanbe, 734025, Tajikistan. II) FORM OF AGREEMENT

 

 THIS AGREEMENT is made on the day----- 2018  between the President of India represented by the Embassy of India, Dushanbe, Tajikistan (hereinafter referred to as "the Buyer") of the one part and…..hereafter called the ‘supplier’ of the other part.

 WHEREAS the Buyer is desirous of Supply, Installation, Commissioning and On-site support for ‘Establishment of a Sericulture Silk Processing Unit in Konibodom, Tajikistan’ as per specifications mentioned at the end of tender document No DUS/COM/222/01/2016   dated 20/03/2018 issued by Embassy of India, Dushanbe.

 AND WHEREAS the Supplier has submitted tender and the Buyer has accepted the tender submitted by Supplier for the total amount of _________towards Supply, Installation, Commissioning and On-site support of for ‘Establishment of a Sericulture Silk Processing Unit’  in Konibodom, Tajikistan’.

 The whole supply comprised in this Agreement shall be completed within 180 days from signing this Agreement. The maintenance service provided to maintain the silk processing unit in good order for the specified Warranty period of one year starting from date of installation in conformity in all respects with provisions of the agreement.

 (i) Liquidated Damages: In case of delay in installation and delivery, if any, the successful bidder is liable to pay a penalty of 0.5 % of value of the supply order for each week of delay subject to maximum penalty of 10% of the order value.

 

(ii) Defect Liability Period –Equipment installed  shall be under warranty period of at least one year from the date of supply against all manufacturing defects.

NOW THIS AGREEMENT WITNESSETH AS FOLLOWS:

 1. In this agreement words and expressions shall have the same meaning as are respectively assigned to them in the Terms and Conditions of the Tender Document No DUS/COM/222/01/2016   dated 20/03/2018 issued by Embassy of India, Dushanbe.

 2. In consideration of the payment to be made by the Buyer to the Supplier as hereinafter mentioned, the Supplier hereby covenants with the Buyer to deliver, Supply, Installation, Commissioning and On-site support of for ‘Establishment of a Sericulture Silk Processing Unit in Konibodom, Tajikistan’ in conformity in all respects with the provisions of the tender document No DUS/COM/222/01/2016   dated 20/03/2018 issued by Embassy of India, Dushanbe, to which this of Agreement is an integral part of.

3. In case of any dispute relating to the implementation of the provisions of the present Agreement, the same shall be resolved through Arbitration, applying UNCITRAL Arbitration rules.

II) INSTRUCTIONS TO BIDDERS

 (i)  Scope of the bid: Supply, Installation, Commissioning and On-site support for ‘Establishment of a Sericulture Silk Processing Unit in Konibodom, Tajikistan’

 (ii) The Tender form with Terms and Conditions can be downloaded from Embassy Website at http://indianembassytj.com

 

(iii) Eligibility:  

(i)               Bidder shall be authorized dealers of equipment for silk sericulture unit in Tajikistan.

(ii)             The bidder should have past experience in successfully completing, in Tajikistan,  one similar work costing not less than USD 178462 OR two similar works costing not less than USD 111538 OR three similar works costing not less than USD 89231 The details of the abovementioned shall be submitted, duly countersigned by the Bidder along with  the Technical Bid.

 

(iii)          The details of Bidder’s turnover for the last three years have to be submitted along with the Bid and the turnover for the last year (2018) shall be more than USD 66925 or equivalent in local currency.

(iv)           The bidder must provide the plan/arrangement for warranty services to be provided at site.

(v)             Bidder shall not be under a declaration of ineligibility for corrupt and fraudulent practices.

  (vi) Time for completion: Time for Supply, Installation, Commissioning and On-site support of for ‘Establishment of a Sericulture Silk Processing Unit in Konibodom, Tajikistan’ is within 180 days from the date of signing of the Agreement. The 180 days time period is not extendable.

 (v) Payment Terms:

 (a) Embassy of India, Dushanbe shall release first installment of 70 % of the payment as advance on successful delivery of equipment on site after physical verification of equipment/ material at site by a Technical Expertise Committee constituted by the Embassy of India and submission  of a ‘satisfactory supply’ certificate by the Konibodom Local Government to the Embassy of India, Dushanbe.

 (b) Embassy of India, Dushanbe shall release second installment of 20 % on successful installation and commissioning of all items after submission of a satisfactory installation certificate by Konibodom Local Government, which shall be duly endorsed by the Technical Expertise Committee of Embassy of India, Dushanbe.

 (c)  Embassy of India, Dushanbe shall release the balance and final installment of 10%, which is kept in the form of retention money, after defect liability period of one year after from the date of commissioning of project, after deductions if any on the basis of a Performance Certificate submitted by the Konibodom Local Government to Embassy of India, Dushanbe . 

 vi) Defect Liability Period – Equipment should be free from all manufacturing defects during defect liability period of 1 year from the date of installation and commissioning of sericulture equipment.

 (vii) Certificate: Bid should be accompanied by a duly attested copy of the certificate of dealership from the manufacturer company.

 (viii) Clarification: Prospective bidders can obtain further information and any clarification regarding bidding document from Administration Wing, Embassy of

India, Dushanbe, 45, Bokharo Street, 734025, Tajikistan – (phone  +992 37 2211186) from 20/03/2018 to  31/03/2018 during 1000 hrs. to 1300 hrs.

 (ix)    No. of bids per bidder: Each bidder shall submit only one bid. A bidder who submits more than one bid shall be disqualified.

 (x)     Cost of bidding: The bidder shall bear all the costs associated with the preparation and submission of bid and this Embassy shall in no case be responsible or liable to these costs.

 (xi)    Amendment of bidding document: The Embassy may amend the bidding document by issuing Addenda, before the deadline for submission of bids.

 (xii) Language: All documents relating to the bid shall be in English/Russian/Tajik language.

 (xiii) Earnest Money Deposit (EMD): At the time of submission of bids, Bidder shall have to deposit EMD of USD 4462 or equivalent TJS in cash or in form of Bank Guarantee from a registered Bank in Tajikistan to the Embassy of India, Dushanbe. Bids submitted without EMD shall be rejected. The EMD of successful bidder will be  retained till the successful installation of equipment and EMD of unsuccessful bidders will be returned as soon as L1 is approved by competent authority.  No interest shall be claimed EMD.

 (xiv) Submission of Tender: The two bid system will be followed for this tender. In this system bidders must submit offer in two separate sealed envelopes as explained below.

 (a)     Envelop No-1, The ‘Technical Bid’ shall contain the duly filled bid form as shown in Format of Tender along with details of last three years turnover of the firm/company/agency which the bidder represents and an undertaking for the effect that he/she is not under a declaration of ineligibility for corrupt and fraudulent practices. In the Technical bid, the bidder shall submit the details of similar projects implemented by his/her firm as specified in the Para iii of Instructions to bidders. The bidder shall sign each page of the document and no page of this document shall be removed by the bidder. Any cutting shall also be attested by the bidder.

 (b)     Envelop No-2, the ‘Price Bid’ shall contain the duly filled price bid form as shown in Format of Tender.  The bidder shall sign each page of the document and no page of this document shall be removed by the bidder. Any cutting shall also be attested by the bidder.

 (c)      Completed tenders (Envelop No 1 & 2) along with enclosures shall be submitted in a third  envelope which shall be super scribed " Supply, Installation, Commissioning and On-site support for ‘Establishment of a Sericulture Silk Processing Unit in Konibodom, Tajikistan’.

 (xv)   Tenders should either be deposited in the Embassy reception or through authorized representative or sent by Registered Post A/D. The closing date will be up to 03/04/2018 at 5.00 p.m. Late tenders (i.e. tenders received after specified closing time will not be considered). Quotation sent through courier/post should be so dispatched that it reaches this office before closing time and no explanation will be entertained for reasons such as delay transport etc.

 (xvii) Opening of bids:

 (a)     The Technical Bids shall be opened first in the Embassy of India, Dushanbe at 1500hrs on 04/04/2018. The Technical Bids will be opened first and the Price bid of eligible bidders will be considered further. Bidder/ representative can attend the bid opening procedure. If bidder/ representative fail to attend, the bids will be opened in absentia.

 (b)     The Price Bids of eligible bidders shall be opened in the Embassy of India, Dushanbe at 1500hrs on 05/04/2018. Bidder/ representative can attend the bid opening procedure. If bidder/ representative fail to attend, the bids will be opened in absentia.

 (xviii) The Embassy reserves the right to reject or accept any application without assigning any reason.

 (xix)  Agreement: An agreement will be signed between the successful bidder and the Embassy of India for the “Establishment of a Sericulture Silk Processing Unit in Konibodom, Tajikistan” after obtaining approval from competent authority.

 

(xx)   Defect Liability Period: The Defect Liability Period is for a year starting from the day of successful commissioning of the project. All the items covered in the schedule of requirements, shall carry minimum 1 (year) years on site comprehensive warranty from the date of its installation & commissioning. The bidder must undertake to provide the on-site support during the warranty period in Tajikistan. The repairing/ rectification/ replacement/ configuration required, if any, must be done at site only. During the warranty, all complaints should be rectified within 7 (Seven) working days from the time of complaint.

 

(xxi) Retention Money: 10 % of bid amount to the successful bidder shall be retained by the Embassy of India and shall be released only after the Defect Liability Period of one year, which starts from the day of successful installation/commissioning of equipment.

 

 

 

 

 

III) TERMS AND CONDITIONS

 

(i) Price: The price shall be quoted for delivering in the site as notified  by Embassy of India Dushanbe  (inclusive of transportation and other relevant charges) but excluding Tajik Customs and other duties from which a diplomatic Mission is exempted. Embassy of India, Dushanbe shall issue necessary letter to the concerned tax authorities regarding exemption from taxes and duties. The supplier shall also submit original invoice and details of equipment well in advance to obtain necessary tax exemption from the relevant authorities.

 

(ii)     Currency: All rates shall be quoted in INR /USD/TJS

 

In case of receipt of offer in foreign currency, the official exchange rate prevailing on the date of opening of the technical bid shall be taken for comparison of bid prices.

 

(iii)    Earnest Money Deposit (EMD): At the time of submission of bids, Bidder shall have to deposit EMD of USD 4462/ equivalent TJS in cash/ in form of Bank Guarantee from a registered Bank in Tajikistan to the Embassy of India, Dushanbe. Bids submitted without EMD shall be rejected. The EMD of successful bidder will be retained till the successful installation of equipment and EMD of unsuccessful bidders will be returned as soon as L1 is approved by competent authority.  No interest shall be claimed on EMD.

 

(iv)    Pre-delivery Inspection: The successful bidder shall conduct pre-delivery inspection of equipment mentioned and remove all mechanical, electrical and physical defects, if any, before delivery and installation in the project site.

 

(v)     Inspection by Embassy: Embassy of India, Dushanbe shall also undertake physical inspection of equipment through its Technical Evaluation Committee before taking their delivery. This shall, however, not be treated as discharge of the responsibility of suppliers for pre-delivery inspection of the equipment.

 

(vi)    Delivery: Successful bidder shall be required to Supply, Install, Commission and provide on-site support for ‘Establishment of a Sericulture Silk Processing Unit in Konibodom, Tajikistan ’within 180 days from and including the date of signing the agreement. The period of delivery/installation/commissioning  is not extendable.

 

(vii)   Liquidated Damages:  In case of delay in installation and delivery, if any, the successful bidder is liable to pay a penalty of 1.0% of value of the supply order for each day of delay subject to maximum penalty of 10% of the order value. The penalties, if any, shall be recovered from the Retention Money reserved with Embassy of India, Dushanbe. Embassy of India, Dushanbe may consider relaxing the penalty and delivery requirements, as specified in this document, if and to the extent that, the delay in performance or other failure to perform its obligations under the contract is the result of circumstances not attributed to the bidder. For any such relaxation, the bidder should sought prior written approval from Embassy of India, Dushanbe by submitting proper justification with documentary evidences.

 

(viii)  Payment: Payment shall be made to the supplier in the currency in which the price is quoted through bank transfer as per Para (V) of Instructions to Bidders .

(ix)    Warranty and Support: All the items covered in the schedule of requirements, shall carry minimum 1 year on site comprehensive warranty from the date of its installation & commissioning. The bidder must undertake to provide the on-site support during the warranty period in Tajikistan. The repairing/ rectification/ replacement/ configuration required, if any, must be done at site only. During the warranty, all complaints should be rectified within 7 (Seven) working days from the time of complaint.

Quotations shall be submitted on two-bid system (technical and price). Both the sealed envelopes, clearly marked so, shall be kept inside a large sealed envelope super scribed as “Supply, Installation, Commissioning and On-site support for ‘Establishment of a Sericulture Silk Processing Unit in Konibodom, Tajikistan’” and sent by post / couriered to Embassy of India, 45, Bukhoro Street, Dushanbe, 734025, Tajikistan. II) FORM OF AGREEMENT

 

 THIS AGREEMENT is made on the day----- 2018  between the President of India represented by the Embassy of India, Dushanbe, Tajikistan (hereinafter referred to as "the Buyer") of the one part and…..hereafter called the ‘supplier’ of the other part.

 WHEREAS the Buyer is desirous of Supply, Installation, Commissioning and On-site support for ‘Establishment of a Sericulture Silk Processing Unit in Konibodom, Tajikistan’ as per specifications mentioned at the end of tender document No DUS/COM/222/01/2016   dated 23/02/2018 issued by Embassy of India, Dushanbe.

 AND WHEREAS the Supplier has submitted tender and the Buyer has accepted the tender submitted by Supplier for the total amount of _________towards Supply, Installation, Commissioning and On-site support of for ‘Establishment of a Sericulture Silk Processing Unit’  in Konibodom, Tajikistan’.

 The whole supply comprised in this Agreement shall be completed within 180 days from signing this Agreement. The maintenance service provided to maintain the silk processing unit in good order for the specified Warranty period of one year starting from date of installation in conformity in all respects with provisions of the agreement.

 (i) Liquidated Damages: In case of delay in installation and delivery, if any, the successful bidder is liable to pay a penalty of 0.5 % of value of the supply order for each week of delay subject to maximum penalty of 10% of the order value.

 (ii) Defect Liability Period –Equipment installed  shall be under warranty period of at least one year from the date of supply against all manufacturing defects.

NOW THIS AGREEMENT WITNESSETH AS FOLLOWS:

 1. In this agreement words and expressions shall have the same meaning as are respectively assigned to them in the Terms and Conditions of the Tender Document No DUS/COM/222/01/2016   dated 23/02/2018 issued by Embassy of India, Dushanbe.

 2. In consideration of the payment to be made by the Buyer to the Supplier as hereinafter mentioned, the Supplier hereby covenants with the Buyer to deliver, Supply, Installation, Commissioning and On-site support of for ‘Establishment of a Sericulture Silk Processing Unit in Konibodom, Tajikistan’ in conformity in all respects with the provisions of the tender document No DUS/COM/222/01/2016   dated 23/02/2018 issued by Embassy of India, Dushanbe, to which this of Agreement is an integral part of.

3. In case of any dispute relating to the implementation of the provisions of the present Agreement, the same shall be resolved through Arbitration, applying UNCITRAL Arbitration rules.

II) INSTRUCTIONS TO BIDDERS

 (i)  Scope of the bid: Supply, Installation, Commissioning and On-site support for ‘Establishment of a Sericulture Silk Processing Unit in Konibodom, Tajikistan’

 (ii) The Tender form with Terms and Conditions can be downloaded from Embassy Website at http://indianembassytj.com

 

(iii) Eligibility:  

(i)               Bidder shall be authorized dealers of equipment for silk sericulture unit in Tajikistan.

(ii)             The bidder should have past experience in successfully completing, in Tajikistan,  one similar work costing not less than USD 178462 OR two similar works costing not less than USD 111538 OR three similar works costing not less than USD 89231 The details of the abovementioned shall be submitted, duly countersigned by the Bidder along with  the Technical Bid.

 

(iii)          The details of Bidder’s turnover for the last three years have to be submitted along with the Bid and the turnover for the last year (2018) shall be more than USD 66925 or equivalent in local currency.

(iv)           The bidder must provide the plan/arrangement for warranty services to be provided at site.

(v)             Bidder shall not be under a declaration of ineligibility for corrupt and fraudulent practices.

 (vi) Time for completion: Time for Supply, Installation, Commissioning and On-site support of for ‘Establishment of a Sericulture Silk Processing Unit in Konibodom, Tajikistan’ is within 180 days from the date of signing of the Agreement. The 180 days time period is not extendable.

 

(v) Payment Terms:

 (a) Embassy of India, Dushanbe shall release first installment of 70 % of the payment as advance on successful delivery of equipment on site after physical verification of equipment/ material at site by a Technical Expertise Committee constituted by the Embassy of India and submission  of a ‘satisfactory supply’ certificate by the Konibodom Local Government to the Embassy of India, Dushanbe.

 (b) Embassy of India, Dushanbe shall release second installment of 20 % on successful installation and commissioning of all items after submission of a satisfactory installation certificate by Konibodom Local Government, which shall be duly endorsed by the Technical Expertise Committee of Embassy of India, Dushanbe.

 (c)  Embassy of India, Dushanbe shall release the balance and final installment of 10%, which is kept in the form of retention money, after defect liability period of one year after from the date of commissioning of project, after deductions if any on the basis of a Performance Certificate submitted by the Konibodom Local Government to Embassy of India, Dushanbe . 

 vi) Defect Liability Period – Equipment should be free from all manufacturing defects during defect liability period of 1 year from the date of installation and commissioning of sericulture equipment.

 

(vii) Certificate: Bid should be accompanied by a duly attested copy of the certificate of dealership from the manufacturer company.

 (viii) Clarification: Prospective bidders can obtain further information and any clarification regarding bidding document from Administration Wing, Embassy of

India, Dushanbe, 45, Bokharo Street, 734025, Tajikistan – (phone  +992 37 2211186) from 23/02/2018 to  05/03/2018 during 1000 hrs. to 1300 hrs.

 (ix)    No. of bids per bidder: Each bidder shall submit only one bid. A bidder who submits more than one bid shall be disqualified.

 (x)     Cost of bidding: The bidder shall bear all the costs associated with the preparation and submission of bid and this Embassy shall in no case be responsible or liable to these costs.

 (xi)    Amendment of bidding document: The Embassy may amend the bidding document by issuing Addenda, before the deadline for submission of bids.

 (xii) Language: All documents relating to the bid shall be in English/Russian/Tajik language.

 

(xiii) Earnest Money Deposit (EMD): At the time of submission of bids, Bidder shall have to deposit EMD of USD 4462 or equivalent TJS in cash or in form of Bank Guarantee from a registered Bank in Tajikistan to the Embassy of India, Dushanbe. Bids submitted without EMD shall be rejected. The EMD of successful bidder will be  retained till the successful installation of equipment and EMD of unsuccessful bidders will be returned as soon as L1 is approved by competent authority.  No interest shall be claimed EMD.

 (xiv) Submission of Tender: The two bid system will be followed for this tender. In this system bidders must submit offer in two separate sealed envelopes as explained below.

 (a)     Envelop No-1, The ‘Technical Bid’ shall contain the duly filled bid form as shown in Format of Tender along with details of last three years turnover of the firm/company/agency which the bidder represents and an undertaking for the effect that he/she is not under a declaration of ineligibility for corrupt and fraudulent practices. In the Technical bid, the bidder shall submit the details of similar projects implemented by his/her firm as specified in the Para iii of Instructions to bidders. The bidder shall sign each page of the document and no page of this document shall be removed by the bidder. Any cutting shall also be attested by the bidder.

 (b)     Envelop No-2, the ‘Price Bid’ shall contain the duly filled price bid form as shown in Format of Tender.  The bidder shall sign each page of the document and no page of this document shall be removed by the bidder. Any cutting shall also be attested by the bidder.

 (c)      Completed tenders (Envelop No 1 & 2) along with enclosures shall be submitted in a third  envelope which shall be super scribed " Supply, Installation, Commissioning and On-site support for ‘Establishment of a Sericulture Silk Processing Unit in Konibodom, Tajikistan’.

 (xv)   Tenders should either be deposited in the Embassy reception or through authorized representative or sent by Registered Post A/D. The closing date will be up to 18/03/2018 at 5.00 p.m. Late tenders (i.e. tenders received after specified closing time will not be considered). Quotation sent through courier/post should be so dispatched that it reaches this office before closing time and no explanation will be entertained for reasons such as delay transport etc.

(xvii) Opening of bids:

 (a)     The Technical Bids shall be opened first in the Embassy of India, Dushanbe at 1500hrs on 19/03/2018. The Technical Bids will be opened first and the Price bid of eligible bidders will be considered further. Bidder/ representative can attend the bid opening procedure. If bidder/ representative fail to attend, the bids will be opened in absentia.

 (b)     The Price Bids of eligible bidders shall be opened in the Embassy of India, Dushanbe at 1500hrs on 20/03/2018. Bidder/ representative can attend the bid opening procedure. If bidder/ representative fail to attend, the bids will be opened in absentia.

 (xviii) The Embassy reserves the right to reject or accept any application without assigning any reason.

 (xix)  Agreement: An agreement will be signed between the successful bidder and the Embassy of India for the “Establishment of a Sericulture Silk Processing Unit in Konibodom, Tajikistan” after obtaining approval from competent authority.

 (xx)   Defect Liability Period: The Defect Liability Period is for a year starting from the day of successful commissioning of the project. All the items covered in the schedule of requirements, shall carry minimum 1 (year) years on site comprehensive warranty from the date of its installation & commissioning. The bidder must undertake to provide the on-site support during the warranty period in Tajikistan. The repairing/ rectification/ replacement/ configuration required, if any, must be done at site only. During the warranty, all complaints should be rectified within 7 (Seven) working days from the time of complaint.

 (xxi) Retention Money: 10 % of bid amount to the successful bidder shall be retained by the Embassy of India and shall be released only after the Defect Liability Period of one year, which starts from the day of successful installation/commissioning of equipment.

III) TERMS AND CONDITIONS

 

(i) Price: The price shall be quoted for delivering in the site as notified  by Embassy of India Dushanbe  (inclusive of transportation and other relevant charges) but excluding Tajik Customs and other duties from which a diplomatic Mission is exempted. Embassy of India, Dushanbe shall issue necessary letter to the concerned tax authorities regarding exemption from taxes and duties. The supplier shall also submit original invoice and details of equipment well in advance to obtain necessary tax exemption from the relevant authorities.

 

(ii)     Currency: All rates shall be quoted in INR /USD/TJS

In case of receipt of offer in foreign currency, the official exchange rate prevailing on the date of opening of the technical bid shall be taken for comparison of bid prices.

 

(iii)    Earnest Money Deposit (EMD): At the time of submission of bids, Bidder shall have to deposit EMD of USD 4462/ equivalent TJS in cash/ in form of Bank Guarantee from a registered Bank in Tajikistan to the Embassy of India, Dushanbe. Bids submitted without EMD shall be rejected.  (iv)    Pre-delivery Inspection: The successful bidder shall conduct pre-delivery inspection of equipment mentioned and remove all mechanical, electrical and physical defects, if any, before delivery and installation in the project site.

 (v)     Inspection by Embassy: Embassy of India, Dushanbe shall also undertake physical inspection of equipment through its Technical Evaluation Committee before taking their delivery. This shall, however, not be treated as discharge of the responsibility of suppliers for pre-delivery inspection of the equipment.

 (vi)    Delivery: Successful bidder shall be required to Supply, Install, Commission and provide on-site support for ‘Establishment of a Sericulture Silk Processing Unit in Konibodom, Tajikistan ’within 180 days from and including the date of signing the agreement. The period of delivery/installation/commissioning  is not extendable.

 (vii)   Liquidated Damages:  In case of delay in installation and delivery, if any, the successful bidder is liable to pay a penalty of 1.0% of value of the supply order for each day of delay subject to maximum penalty of 10% of the order value. The penalties, if any, shall be recovered from the Retention Money reserved with Embassy of India, Dushanbe. Embassy of India, Dushanbe may consider relaxing the penalty and delivery requirements, as specified in this document, if and to the extent that, the delay in performance or other failure to perform its obligations under the contract is the result of circumstances not attributed to the bidder. For any such relaxation, the bidder should sought prior written approval from Embassy of India, Dushanbe by submitting proper justification with documentary evidences.

 (viii)  Payment: Payment shall be made to the supplier in the currency in which the price is quoted through bank transfer as per Para (V) of Instructions to Bidders .

(ix)    Warranty and Support: All the items covered in the schedule of requirements, shall carry minimum 1 year on site comprehensive warranty from the date of its installation & commissioning. The bidder must undertake to provide the on-site support during the warranty period in Tajikistan. The repairing/ rectification/ replacement/ configuration required, if any, must be done at site only. During the warranty, all complaints should be rectified within 7 (Seven) working days from the time of complaint.

 (x)     The equipment should be based on models widely available locally with spares and services available in Tajikistan.
